Solicitor Complaint Leads to Arrests

On Tuesday, April 3, 2018, at approximately 1:40 p.m., an anonymous caller reported three individuals soliciting for Direct Energy on Salem Place. Direct Energy is an energy retailer based out of Houston Texas, which previously had one of their employees solicitor’s permit revoked in 2017 by the city of Fairview Heights.

Officers searched the area for the three female solicitors and were able to locate them in the 900 block of Salem Place. The females, all from St. Louis, acknowledged that they did not have solicitor’s permits and were placed under arrest for a violation of city ordinance. A further check was completed for each suspect; Kassi Hampton was found to have an outstanding warrant through Jefferson County, MO for felony theft.
The females are identified as:

Amber J Binderup
F/W 26 years of age
3300 block of Miami Street
St. Louis, MO

Jordan M Elrad
F/W 35 years of age
3600 block of Dunnica
St. Louis, MO

The suspects were charged with soliciting without a permit; Binderup and Elrad were able to post bond and released from custody. Hampton was later transported to the St. Clair County Jail, where she awaits extradition back to Missouri.

Chief Nick Gailius stated, “We have very little tolerance for unlicensed soliciting in Fairview Heights. Now that Spring has arrived, solicitors will become more and more common. Any solicitor is required to carry their city-issued permit with them and present to a resident on demand. If a citizen finds someone soliciting without a permit, I highly encourage them to call the police department so we can investigate.”

All suspects are presumed innocent until proven guilty in a court of law.
